The article presents the results of content analysis of the medium and small cities newspapers in Russia. The analysis confirms that the thematic structure of newspapers is wide enough and mostly fits their functional specificity. Problems covered in the newspapers are relevant to the needs of the cities and their inhabitants. However, the desires of editorial staff regarding the thematic model are not fully realized particularly because of the economic status of publications, limited staff and lack of professionalism.
